Industrial paints and solvents actually spans two distinct compliance problems that happen to travel in the same drums. The coatings side — alkyd, epoxy, and polyurethane paints and protective finishes — is judged primarily on pigment purity, in particular heavy-metal content, and on performance claims like drying time and coverage. The solvent side — thinners, xylene, toluene, acetone, and mixed industrial solvents sold as standalone products — is judged almost entirely on flammability classification and transport documentation, because these are, chemically, Class 3 flammable liquids first and industrial inputs second. Importers who are used to treating paint as a decorative consumer product and solvent as an inert cleaning aid tend to under-prepare both halves: the coatings side on heavy-metal content, and the solvent side on the hazmat paperwork that a flammable liquid legally requires regardless of the modest volumes involved in a typical industrial order. Protective and marine coatings add a further layer of complexity, since anti-corrosive primers and specialty industrial finishes often rely on zinc, chromate, or other metal-based additives for their performance, which means the same heavy-metal scrutiny applied to ordinary decorative paint has to be applied here too, even though the buyer’s concern is corrosion protection rather than color.

Labeling Requirements

Coatings and solvents both require the GHS pictograms appropriate to their actual hazard profile — the flame pictogram for flammable products, the health-hazard pictogram where solvent vapor exposure carries chronic risk, and the environment pictogram where heavy-metal or VOC content triggers it — alongside the signal word, relevant hazard statements, and ventilation/handling instructions for indoor use. VOC content should be declared in g/L on the label itself, not only in the technical data sheet, and flash point or flammability classification must be stated clearly enough that a warehouse or transport handler can act on it without consulting a separate document. Batch or lot number, manufacture and expiry dates, and storage conditions (many coatings and virtually all solvents require storage away from ignition sources and direct sun) complete the required label content. Where a coating carries a corrosion-protection or anti-fouling performance claim, the metal-additive content responsible for that performance should be disclosed on the technical data sheet at minimum, even where local label-space constraints keep it off the primary container.

Typical Gaps We Find

Lead content in pigment exceeding accepted thresholds is the defect we flag most often on the coatings side of this category, and it’s rarely disclosed voluntarily because the manufacturer is frequently unaware their own pigment supplier is still using legacy chromate chemistry. On the solvent side, the most common gap by a wide margin is a missing flash point determination and UN transport classification — shipments arrive documented as ordinary industrial chemicals when the product itself is unambiguously a Class 3 flammable liquid requiring proper packing group assignment and placarding. VOC content that’s absent from the label entirely, even when it’s present somewhere in the technical literature, rounds out the pattern; all three gaps are fixable at the documentation and testing stage without touching the formulation itself. Anti-corrosive coatings with undisclosed zinc or chromate content are a smaller but recurring fourth finding, typically flagged only once a buyer’s own environmental or occupational-health team asks a question the original supplier documentation never anticipated.
