Lipstick and lip gloss are regulated under two distinct but closely related East African Standards — KS EAS 965:2020 for lipstick and KS EAS 964:2020 for lip shine/gloss — both adopted in the same 2020 round of new cosmetic standards. Both standards share the characteristic that sets lip products apart from almost every other cosmetic category: they are ingested in small but repeated amounts over the product’s use life, simply through normal wear, eating, and drinking, without the user doing anything unusual. That single fact drives a materially tighter heavy-metal tolerance and colorant-restriction regime than face or body cosmetics receive, and it is the detail importers most often underestimate, since a formulation that would comfortably clear a general cosmetic heavy-metal screen can still fail the lip-product-specific one. The same incidental-ingestion logic extends to fragrance and flavor compounds used in lip products, which face a stricter allergen-disclosure expectation than the same compounds would in a body lotion, simply because they end up in direct, repeated contact with the mouth.

Why This Category Gets Flagged

Labeling Requirements

The label must show the product name and shade name or number, a full INCI ingredient list, net content, batch code, manufacture and expiry dates or a period-after-opening symbol, and country of origin, in English and/or Kiswahili. “Long-lasting”, “transfer-proof”, or similar performance claims require substantiation on file even where KEBS does not mandate the supporting data be printed on the packaging itself. The period-after-opening symbol, where used, should reflect stability data generated against the product’s actual repeated-contact use pattern rather than a default carried over from a different, lower-contact cosmetic category.

Packaging & Documentation

A Certificate of Conformity is issued following KEBS conformity assessment, with the applied route — document review, document review plus sampling, or full physical inspection — determined by a risk assessment carried out on receipt of the request. Lip products without documented colorant-approval or heavy-metal results specific to the tighter lip-product threshold are routinely escalated to the more intensive inspection route, since a general cosmetic heavy-metal pass is not accepted as equivalent.

Typical Gaps We Find

Heavy-metal results that would pass general cosmetic limits but fail the tighter lip-product-specific threshold are the most common technical surprise for first-time importers in this category, precisely because the difference between the two limits is not widely understood outside specialist compliance teams. Unverified colorant sourcing — a pigment supplier substitution the brand itself may not have been informed of further up the supply chain — is the second most common issue we trace. Softening-point failures round out the list and tend to show up specifically on shipments that transit through hot storage or transport conditions without climate-controlled handling, which is a logistics gap as much as a formulation one. First-time importers bringing in a new shade range are the ones most exposed here, simply because heavy-metal and colorant documentation tends to travel with an established SKU’s paperwork trail and needs to be requested fresh for anything genuinely new.
