Applicable Standard: Regulated under KEBS’s general cosmetic product standard (KS 2937:2021) and, for imported product, verified against pharmacopoeial purity benchmarks (BP/USP white or yellow petrolatum grade) during conformity inspection — Kenya does not yet maintain a single dedicated Kenya Standard number for petroleum jelly the way it does for lipstick or deodorant.

Petroleum jelly is treated by many exporters as an inert commodity that needs no real compliance attention, and that is exactly the assumption that causes problems. It is precisely because petroleum jelly is a refined petroleum derivative rather than a synthesized cosmetic ingredient that it carries a contamination profile most personal-care products simply do not have: unless the refining process fully removes polycyclic aromatic hydrocarbons (PAHs) and mineral oil aromatic hydrocarbons (MOAH), residual contamination can persist in the finished jelly at levels that are genuinely inappropriate for a product routinely applied to lips, broken skin, and infants. Because there is no single narrow KS number to test against, KEBS assesses imported petroleum jelly under the general cosmetic safety standard plus the pharmacopoeial-grade purity benchmarks (BP or USP white/yellow petrolatum) that accredited labs use as their reference method — which means the refining documentation behind the product, not any one named standard, is usually what actually determines whether a shipment clears.

Why This Category Gets Flagged

The largest and most consequential issue is under-refined feedstock with no documented refining history. Low-cost petroleum jelly sourced without a traceable, fully-documented refining process can fail PAH/MOAH screening even when it looks, smells, and performs identically to a fully-refined product on the shelf — this is the reason accredited labs and export-market regulators increasingly ask for a refining certificate rather than accepting a standard Certificate of Analysis alone. The second issue is colour/grade mismatch: petroleum jelly is graded by colour, with white grades representing the most fully refined (and most expensive) product and yellow grades representing a lower-cost, less-refined grade, and shipments where the labeled grade does not match what colour and congealing-point testing actually shows are held at inspection. Third, jelly sold “with cocoa butter”, “with vitamin E”, or similarly enhanced is no longer a single-ingredient product in the eyes of the regulator, yet many manufacturers continue to label and document it as plain petrolatum, which shifts full INCI labeling and general cosmetic standard obligations onto a product still being treated internally as a simple commodity. Fourth, industrial and cosmetic grades are sometimes shipped from the same bulk feedstock or drum inventory without proper segregation — petroleum jelly destined for a lubricant or industrial application does not carry the same refining or purity requirement as cosmetic-grade product, and a shipment drawn from mixed or undocumented drum stock cannot demonstrate which grade it actually is, regardless of what the accompanying paperwork claims.

Labeling Requirements

The label must show the product name and declared grade, net content in metric units, a batch or lot number, manufacture date and shelf-life statement, storage instructions, and country of origin, in English and/or Kiswahili. Where anything beyond straight petrolatum is added — cocoa butter, vitamin E, menthol, fragrance — a full INCI ingredient declaration is required in descending order, the same as any other finished cosmetic, and the “plain petroleum jelly” labeling exemption no longer applies once an active or fragrance ingredient is introduced. Where the product is marketed purely as “petroleum jelly” with no additive claim, the label should say so plainly enough that it is clear no INCI-beyond-petrolatum disclosure is being omitted by oversight rather than by design.

Packaging & Documentation

A Certificate of Conformity is issued following KEBS conformity assessment, and the route applied — document review, document review plus sampling, or full physical inspection and testing — is set by a risk assessment carried out on receipt of the request. Petroleum jelly without a clear refining-traceability certificate is a near-automatic trigger for the more intensive inspection route, since the contractor has no other way to confirm the grade being declared actually matches what is in the drum or container.

Typical Gaps We Find

Missing or absent refining-traceability documentation is by far the most common defect we find in this category — the direct equivalent of the missing Safety Data Sheet we see in industrial chemical shipments, driven by the same underlying assumption that a familiar, low-cost product “obviously” doesn’t need paperwork of that depth. Colour-grade mismatches between what is declared and what tests are the second most common issue, usually traced to a supplier substitution the importer was never informed of. Enhanced or additive variants (jelly blended with cocoa butter, vitamin E, or menthol) shipped under single-ingredient-style labeling round out the list, and are an easy fix once flagged: the formulation itself is rarely the problem, the label simply has not caught up to it. First-time importers sourcing from a new supplier are particularly exposed here, since an established manufacturer with a documented refining history clears this category quickly, while a supplier who cannot produce that history turns what should be a routine shipment into a prolonged hold regardless of how the finished jelly actually performs on the shelf.
