Plywood and sawn timber fail compliance in two very different ways that buyers rarely separate in their minds. The first is the glue bond — whether a panel genuinely has the adhesive system its “exterior grade” or “marine ply” label implies, since a phenolic or WBP (weather-and-boil-proof) resin behaves completely differently under sustained moisture than a cheaper urea-formaldehyde system that looks identical on the shelf. The second is the timber itself — moisture content and grading, which affect structural performance directly and, increasingly, formaldehyde emissions from the adhesive system, an area regulators globally are tightening and Kenya is following. A sheet of plywood can pass every visual check a buyer runs at a timber yard and still delaminate the first time it’s actually exposed to the wet-area or exterior conditions it was purchased for. The category also covers genuinely different end uses that get shopped for interchangeably far too often — decorative/furniture-grade plywood, structural/formwork plywood rated for repeated concrete-casting cycles, and sawn structural timber for roofing and framing — and a shortfall that’s cosmetic in a furniture application (a visible core void under a decorative veneer) is a structural defect in a formwork or framing application using the same nominal product category.

Labeling Requirements
Each sheet or bundle must show manufacturer name/trademark, panel dimensions and thickness, bond classification (Interior/Exterior/WBP/Marine), face veneer grade, formaldehyde emission class, and species or timber source where declared — particularly relevant given increasing scrutiny of illegally sourced timber entering regional supply chains. Structural or sawn timber must additionally carry a stress-grade mark and moisture-content declaration, since structural calculations depend on both. Formwork-grade plywood should be labeled with its rated number of concrete-casting reuse cycles and the specific release-agent compatibility it was tested against, since a panel’s real-world reuse life depends heavily on which release agent a contractor actually applies on site rather than the generic figure printed on a data sheet.

Bond quality and moisture content in particular cannot be verified visually, which makes the batch-level paperwork below the only reliable check available before a panel is cut, fixed, or cast against:

Typical Gaps We Find
Bond-quality misclassification is the defect we treat as most serious, because it only surfaces after installation in exactly the wet or exterior conditions the product was purchased to withstand — by which point replacement means tearing out finished work rather than swapping a shelf item. Moisture content well above the acceptable range for the declared end-use is the most frequent site complaint we trace back to the supply stage, producing warping and fastener problems that installers are often blamed for but didn’t cause. We also increasingly find imported hardwood-faced sheets shipped with no chain-of-custody or legality documentation at all, a gap that used to be a minor paperwork omission and is fast becoming a genuine market-access risk as scrutiny of timber sourcing tightens across the region. On formwork-grade panels specifically, we regularly find reuse-cycle claims with no test data behind them at all — a number printed on a data sheet rather than derived from any documented boil-cycle or repeated-cast testing, which only gets exposed once a contractor is several pours into a job and the panel starts failing well ahead of schedule. Taken together, these gaps share a common cause: plywood and timber are natural, variable materials being sold against fixed manufactured-product specifications, and the suppliers who consistently meet those specifications are the ones running genuine batch testing rather than relying on a single type-approval test carried out once and never repeated.
